Is it really only 13gb holy cow!? Meanwhile CoD takes 150gb + for one mode. Not many games release outside of that time. Most games release at 10am Pacific time in the US, which is what this game is doing. While this game has a physical version, it's download is only 13GB, which makes it not meet the minimum requirement for Steam, so Valve will not allow it to have pre-load. On Steam, the only games that get a pre-load are the games that meet the minimum requirements, which is at least 25GB of data in the download and has a physical version being released.
Not sure if it's developers fault, more than likely Steam screwing it up. Sorry I expect when I give faith into a game and steam they let me know ahead it's not releasing until late into the day. On top of that, the game isn't really released until pretty far into the day, most games release asap at midnight or overnight. Almost every game nowadays allows preload. On a tactical team for said law enforcement department.
